Hans-Christof Graf von Sponeck

Mr. von Sponeck served as a UN diplomat for more than 30 years. A UN Assistant Secretary-General and the UN Humanitarian Coordinator for Iraq from 1998 - 2000, he eventually resigned to protest against the UN sanctions regime in place in Iraq. Since then he has become a renowned proponent of UN reform and is known for his principled stance in favor of an ethical and humane world politics. He is the author of several books on human development and the Iraq War, and is has been named a Dr. hc. at the University of Marburg/Germany.

Forced Migration is not a new phenomenon but throughout history, individuals, groups and even whole peoples have moved from one place to another. However, whereas refugee movements have traditionally taken place at the national and regional level they have, due to their scale, become an issue of global concern. Global politics and the national interests of states thereby often play a decisive role in generating and exacerbating refugee crises. As a consequence, there is an ever-greater need to strengthen international co-ordination and cooperation in order to improve international protection of refugees. However, conflicting state interests over refugee protection often hinder the process of establishing an effective multilateral and global response.

This track aims at analyzing the link between global politics, conflict and mass forced migration, by addressing subjects such as state sovereignty, international response, the role of the United Nations and the responsibility to protect (R2P).
